ارزیابی عوامل موثر بر پذیرش زنجیره تأمین پایدار و تاب‌آور در کسب‌ و کارهای کوچک و متوسط (SMEs) ایران

چکیده

این پژوهش با هدف شناسایی و اولویت‌بندی عوامل مؤثر بر پذیرش زنجیره تأمین پایدار و تاب‌آور در بنگاه‌های کوچک و متوسط (SMEs) ایران انجام شده است. با توجه به نقش حیاتی این بنگاه‌ها در اشتغال و تولید ملی و در عین حال آسیب‌پذیری بالای آن‌ها در برابر بحران‌های اقتصادی و نهادی، ضرورت طراحی چارچوبی بومی برای ارتقای پایداری و تاب‌آوری احساس می‌شود. در این راستا، ابتدا با مرور نظام‌مند ادبیات داخلی و بین‌المللی، سیزده عامل کلیدی شناسایی گردید که پس از پالایش، به شش عامل پایداری و سه عامل تاب‌آوری طبقه‌بندی شدند. سپس به‌منظور اعتبارسنجی و وزن‌دهی عوامل، از روش دلفی فازی برای غربال‌سازی معیارها و از روش بهترین-بدترین فازی جهت محاسبه وزن‌های نهایی استفاده شد. یافته‌ها نشان داد که تاب‌آوری اهمیت بیشتری نسبت به پایداری در SMEs ایران دارد و در میان عوامل، تقویت تاب‌آوری در برابر بحران‌ها، تنوع و انعطاف‌پذیری در زنجیره تأمین و شفافیت و اشتراک اطلاعات در رتبه‌های نخست قرار گرفتند. این نتایج بیانگر فضای پرریسک و ناپایدار اقتصادی ایران است که در آن بقا و بازیابی سریع بنگاه‌ها بر ملاحظات زیست‌محیطی و اقتصادی تقدم می‌یابد. از منظر کاربردی، سیاست‌گذاران و مدیران باید با توسعه شبکه‌های همکاری، استقرار سیستم‌های دیجیتال شفاف‌ساز، حمایت از فناوری‌های سبز و ایجاد مشوق‌های مالی و فناورانه، مسیر حرکت بنگاه‌ها به سوی زنجیره‌های مقاوم و پایدار را هموار سازند.
